Summary

Management of personal data is attracting great attention as various information has come to be collected and analyzed as big data. In particular, large-scale leakage of information caused by centralized data management has become a social problem. A countermeasure would be to allow each individual to digitally own his or her own data. Letting data distribute on their own—an action driven by the desire to increase individual profit—would offer operational advantages in terms of risk management and cost.

The University of Tokyo has pushed ahead with research on "decentralized PDS", which seeks to safely and efficiently distribute personal data and allow them to be leveraged effectively through decentralized management by individuals. Dissemination of decentralized PDS would make it possible to protect an individual's integrity while leveraging the advantages of big personal data. We believe that this technology holds the promise to make substantial leaps in Japan's industry and academics. To further propel this development, we have established the Big Data Consortium that Does Not Collect Data. It will be implemented starting October.

The symposium will be held in tandem with the commencement of the consortium. We invited participants interested in becoming a member of the consortium, as well as those interested in management of personal data, including national identity number.
